Evaluating the work of NPS

Our evaluation is complex, taking into account the many levels at which we operate. At the broadest level we are committed to one overarching goal — improving the health of all Australians through QUM. This requires sophisticated measuring of the impact of NPS programs on changes in drug use and health outcomes.

On another level, we offer a range of programs and services with different objectives, target groups and activities, requiring separate evaluations of discrete programs. These are linked to corporate goals and objectives that underpin our accountability.

We also recognise that our stakeholders have different concerns and interests depending on whether the evaluation is focussed at the program or organisational level, and we are sensitive and responsive to their needs.

Through our evaluation program we measure:

  • awareness, scope, usage and reach of activities
  • perceived value, quality and usefulness
  • enablers and barriers to implementation
  • changes in attitudes, knowledge and skills
  • changes in behaviour
  • changes in health and economic outcomes
  • and program sustainability.

We use both qualitative and quantitative data to inform our evaluation measures. Where possible we use existing data sources but, when these do not exist, we collect data specific to our needs.
